Usability is important. Some users struggled to create Brackets because we moved the "Back to 1.0" toggle. In order to assist, we added a handy button that will take you to the familiar 1.0 Interface.
Note: We do have plans to update the new Brackets tab and include Bracket Rules in our new Admin experience.
